बेलायती प्रधानमन्त्रीद्वारा दिपावलीको शुभकामना
बेलायती प्रधानमन्त्रीको निवास ‘टेनडाउनिङ स्टि्रट’ २० अक्टोबरको साँझ भरिभराउ थियो । तर त्यहाँको भीडभाडचाहिँ विल्कुलै फरक किसिमको थियो । त्यहाँ कुनै ‘डेलिगेसन’ थिएन । नत युरोपको आर्थिक संकट वा सैनिक शासक गद्दाफीको पतनपछि लिबियाको भविष्यबारे नै बहस भइरहेको थियो । बरु, नजिकिँदै गरेको दीपावली मनाउन यहाँ रहेका नेपालीका साथै हिन्दु र अन्य धर्मावलम्बीसमेत त्यहाँ प्रतीक्षारत थिए । प्रधानमन्त्री डेभिड क्यमरुनले आफ्नो निवासमा दीपावली मनाउन आयोजना गरेको एउटा ‘रिसेप्सन’ मा हिन्दु, जैन, सिख, व्यवसायी, राजनीतिज्ञ, खेलाडी, सैनिकलगायत क्षेत्रका सयौं व्यक्तित्व सामेल भए । यस्तो संवेदनशील क्षेत्रमा समेत निम्तालुलाई परिचय र निम्तो पत्रका भरमा मात्र सहज प्रवेश दिइएकाले अधिकांश सहभागी चकित र दंग देखिन्थे । कार्यक्रममा साहै्र तामझाम भने थिएन । स्न्यास्कमा रुपमा तातोपिरो समोसा अनि ‘भेज’ आइटम थिए । अल्कोहल मागेजति मात्र उपलव्ध गराइन्थ्यो । लस्सी भने पर्याप्त थियो । ओवामासँग भिडियो कन्फरेसन्मा सहभागी भएर रिसेप्सनको अन्तिमतिर आइपुगेका प्रधानमन्त्री क्यामरुनले सहभागी सबैलाई दीपावलीको शुभकामना दिए । उनले लिबियाली तानाशाह गद्दाफीको अवसानसँग जोड्दै दीपावली यसपटक झन् सान्दर्भिक भएको बताए ।
प्रधानमन्त्री क्यामरुनले हिन्दु समुदायले बेलायतमा व्यवसाय, खेल, कला र संस्कृति क्षेत्रमा गरेको योगदानको खुलेरै प्रशंसा गरे । ‘बेलायत यतिखेर आप्रवासीप्रति बढी नै अनुदार भएको समयमा क्यामरुनले हिन्दु समुदायको प्रशंसा गर्दा म छक्क परें ‘, कार्यक्रममा सहभागी नेप्लिज हिन्दु फोरमका महासचिव चिरनजीवी पौडेलले भने ।
प्लमस्टिडमा आयो तिहार
नेपालीहरुको रमाइलो गर्ने पर्व तिहार नजिकिंदै गर्दा साउथ इष्ट लण्डन क्षेत्रमा बस्ने नेपालीहरुले पनि तिहार पर्व मनाएका छन । प्लमस्टिडस्थित सेन्ट प्याट्रिक हलमा शनिबार भेला भएका नेपालीहरुलाई यसरी रमाइलो गर्ने मौका भर्खरै खुलेको संस्था हिमालयन अर्गनाइजेशनले मिलाइदिएको थियो ।
कार्यक्रममा रमाइलो गर्न भेला भएका नेपालीहरुले कौडा, तास, त्रिपासा, लङ्गुर बुर्जा लगायत खेल खेलेका आयोजक भरत थापाले जानकारी दिए । पहिलो पटक आयोजना गरीएको यो कार्यक्रमलाई आउंदा दिनहरुमा पनि निरन्तरता दिइने आयोजकले बताएका छन । भेला भएका महिला, पुरुष तथा केटाकेटीहरु सबैजना आ आफ्नै तालमा रमाइरहेका थिए ।
सो अवसरमा स्थानीय कलाकारहरुले नाचगान गर्दै नजिकिएको तिहारलाई निम्ता दिए । कलाकारहरु रोशनी थापा, रीना थापा, रोना, श्रवण, सुदीप, आकाश लगायतले विभिन्न गितमा नाच देखाएका थिए ।
कार्यक्रमको संयोजन तिर्थ थापा, पदम थापा, थर्क राना लगायतले गरेका थिए । अन्त्यमा उपस्थितहरुले विभिन्न गितमा ककटेल डान्स गरी तिहारपर्वलाई मनोरञ्जनात्मक बनाए ।
युकेमा नेपाली विद्यार्थीका २ अर्बभन्दा बढी डुब्यो
२९ असोज । टाट पल्टिएको घोषणा गर्दै बन्द गरिएको बेलायतस्थित तस्माक लन्डन स्कुल अफ बिजनेस अध्ययनरत नेपाली विद्यार्थीहरुले अध्ययनलाई निरन्तरता दिने कि घर र्फकने भन्ने अन्योलमा परेका छन् ।
बिहीबार एक्कासि कलेज बन्द भएपछि साढे ३ सय भन्दा बढी नेपाली विद्यार्थी अलपत्र परेका हुन् । उनीहरुले अध्ययनका लागि बुझाएको २ अर्ब रुपैयाँ भन्दा बढी रक डुबेको छ । उक्त कजेलमा नेपालीसहित ६ सय ५० विद्यार्थी पढ्थे । बेलायतको बोर्डर एजेन्सीको नियमअनुसार टाट पल्टिएर बन्द भएका कलेजका विद्यार्थीले ६० दिनभित्र नयाँ विकल्प खोज्नुपर्छ ।
यसका लागि विद्यार्थीले नयाँ प्रक्रिया सुरु गर्नुपर्ने हुन्छ । उनीहरुले भाषा परीक्षका अतिरिक्त नयाँ भिसा लिनुपर्छ र बैंक ब्यालेन्स पनि देखाउनु पर्छ । एमबिएस अध्यनका लागि एक वर्षअघि तस्काम कलेजमा भर्ना भएका जनकपुरका प्रमोद ठाकुरले सबै विद्यार्थीले खर्च धान्न सक्ने अवस्था नभएको बताए । नेपाली विद्यार्थीले उक्त कलेजमा अध्ययन गर्न ८ देखि ११ लाखसम्म शैक्षिक शुल्क बुझाएका थिए । ‘अध्ययनका लागि लण्डन आउनमात्र मेरो परिवारले १२ लाख रुपैयाँ खर्च रगेको छ’। ठाकुरले भने,’घरबाट अझै रकम मागेर पढ्ने अवस्था छैन ।’
बेलायतमा २५ लाख बेरोजगार
असोज २६ - बेलायतमा बेरोजगारको संख्या २५ लाख नाघेको छ । बेलायतमा बेरोजगारीको संख्या बढेर १७ बर्ष अघिकै अवस्थामा पुगेको बिबिसीले जनाएको छ ।
बेलायतको केन्द्रीय तथ्याङक विभागका अनुसार यो बर्ष बेरोजगार दर बढेर ८.१ प्रतिशत पुगेको छ । त्यसमा १६ देखि २४ बर्षका २१ प्रतिसत बेलायती युवा बेरोजगार छन् ।
बेलायतका रोजगार मन्त्री क्रिस ग्रेयलिङले अन्तर्राष्ट्रिय बित्तीय संकटको असर अझै देखिएको बताउनुभएको छ । बिपक्षीहरुले बेरोजगार दर घटाउने सरकारी योजना असफल भएको भन्दै आलोचना गरेका छन् । तर प्रधानमन्त्री डेभिड क्यामरुनले भने बित्तीय घाटा १० प्रतिसत घटाउने योजनामा आफु प्रतिबद्ध रहेको बताउनुभएको छ ।
केन्द्रीय बैंक बैंक अफ ईङल्याण्डले देशको अर्थतन्त्रमा ७५ अर्ब पाउण्ड रकम प्रबाह गर्ने घोषणा गरेको छ । तर अन्तर्राष्ट्रिय क्रेडिट रेटिङ एजेन्सी मुडिजले बेलायतका दुई सरकारी सहित १२ वटा बित्तीय सस्थाको रेटिङ घटाएको छ । -एजेन्सी
UK Home Office to close off route to citizenship

Under the latest proposed Immigration Rules changes, the Home Office plan to abolish a rule that gives foreign workers the right to live permanently in Britain after working here for five years, according to a report in the Daily Mail this week.
Critics on the right point out that during the previous Labour Government’s last full year in power, 203,790 immigrants were granted British Citizenship.
It was the highest level since records began in 1962 and meant that more than 1.5million foreign nationals became British citizens under Labour.
To be fair to the previous government, the immigration system has for many years offered a ‘route to permanent residence’ (Indefinite Leave to Remain/ILR) and citizenship which meant that as long as somebody worked or lived here for four or five years and kept out of trouble, they would allowed to settle here permanently.

Visa refusals overturned by British Embassy
Refusals withdrawn prior to full AIT hearing say advisers
Leading appeal specialists, Bison UK, have reported a sharp rise in the number of entry clearance refusals, involving student visas and family cases, overturned by Entry Clearance Managers (ECM’s) at the British Embassy in Manila.
Previously, Bison UK had to take most appeals all the way to hearing stage at the Asylum and Immigration Tribunal (AIT), where over 95% of their cases were successful.
But in the last month, a number of clients in the Philippines have been contacted by the British Embassy to come and get their visas.
Managers at the company are not sure why the Embassy seems to have had a change of heart, but are none the less delighted to see the notification from the AIT that the “respondent has withdrawn”.
Most of the refusal grounds for student visas, which have since become obsolete under Tier 4 of the Points Based System, are based on “intention” to return home or study.

इलिङ साउथहल एमपी वीरेन्द्र शर्माले आयोजना गरेको एउटा 'सोसियल इभिनिङ' मा कलेजका तर्फबाट प्रवन्ध निर्देशक राजन कंडेलले सो ज्ञापनपत्र बुझाएका हुन् ।
प्रवन्ध निर्देशक कंडेल र प्रिन्सिपल डेभिड ब्राइसद्वारा हस्ताक्षरित ज्ञापनपत्रमा बेलायत सरकारको नयाँ अध्यागमन नियमले निजी कलेज र विश्वविद्यालय अध्ययनरत अन्तरराष्ट्रिय विद्यार्थीहरुबीच ठूलो भेदभाव गरेको उल्लेख छ । हाल अन्तरराष्ट्रिय विद्यार्थी र निजी कलेजहरुले बेलायतको अर्थतन्त्रमा वार्षिक करिब ४० विलियन पाउण्ड योगदान गरेको जनाउँदै पत्रमा नियमले अर्थतन्त्रमा समेत नकारात्मक असर गर्ने उल्लेख छ ।
प्रारम्भिक दिनमा निजी कलेज पढेर विश्वविद्यालय जाने विद्यार्थीहरु उल्लेख्य भएको जनाउंदै पत्रमा बेलायतले विश्वभरका विद्यार्थीलाई अध्ययनको अवसर दिएर हाल आर्जन गरिरहेको प्रतिष्ठा नयाँ नियमकै कारण गुम्न सक्ने तर्फपनि स्मरण गराइएको छ ।
ज्ञापनपत्रमा सरकारले निजी कलेजहरुले देशको अर्थतन्त्र अनि रोजगारीमा पुर्याएको योगदानको पुरै वेवास्ता गरि हतारमा नयाँ नियम ल्याएको उल्लेख गरिएको छ ।
स्मरण रहोस्, बेलायत सरकारको विद्यार्थी भिसा कडाइ गर्ने नियम आगामी २१ अप्रिलबाट चार चरणमा लागू हुँदैछ ।

Tougher entrance criteria, limits on work entitlements and the closure of the post-study work route are among the changes to the student visa system announced today by Home Secretary Theresa May.
The main changes are as follows:
- From April 2012, any institution wanting to sponsor students will need to be classed as a Highly Trusted sponsor, and will need to become accredited by a statutory education inspection body by the end of 2012. The current system does not require this, and has allowed too many poor-quality colleges to become sponsors.
- Students coming to study at degree level will need to speak English at an 'upper intermediate' (B2) level, rather than the current 'lower intermediate' (B1) requirement.
- UK Border Agency staff will be able to refuse entry to students who cannot speak English without an interpreter, and who therefore clearly do not meet the minimum standard.
- Students at universities and publicly funded further education colleges will retain their current work rights, but all other students will have no right to work. We will place restrictions on work placements in courses outside universities.
- Only postgraduate students at universities and government-sponsored students will be able to bring their dependants. At the moment, all students on longer courses can bring their dependants.
- We will limit the overall time that can be spent on a student visa to 3 years at lower levels (as it is now) and 5 years at higher levels. At present, there is no time limit for study at or above degree level.
- We will close the Tier 1 (Post-study work) route, which allows students 2 years to seek employment after their course ends. Only graduates who have an offer of a skilled job from a sponsoring employer under Tier 2 of the points-based system will be able to stay to work.

The government has also pledged to develop a new entrepreneur route for bright and innovative students who have a business idea and want to make it work in the UK.
The Home Secretary said:
'International students not only make a vital contribution to the UK economy but they also help make our education system one of the best in the world.'But it has become very apparent that the old student visa regime failed to control immigration and failed to protect legitimate students from poor-quality colleges.'The changes I am announcing today re-focus the student route as a temporary one, available to only the brightest and best. The new system is designed to ensure students come for a limited period, to study, not work, and make a positive contribution while they are here.'My aim is not to stop genuine students coming here - it is to eliminate abuse within the system. Our stricter accreditation process will see only first-class education providers given licences to sponsor students.'I am delighted to announce that, alongside our stricter rules, we will ensure that innovative student entrepreneurs who are creating wealth are able to stay in the UK to pursue their ideas.'
The government has committed to reforming all routes of entry to the UK in order to bring immigration levels under control. The student changes will work alongside the annual limit on economic migration, and reforms to family and settlement routes planned for later this year.
